If you want a personal recommendation for a good shared web host, then I can't offer a better suggestion than Lunarpages. I have personally used Lunarpages to host around three dozen websites over the past 5 or 6 years, and I've seen nothing but the best from them.
Lunarpages has always done a very good job of keeping bandwidth hogs, resource junkies, and email spammers off of their shared hosting servers. In my opinion, this is the #1 reason why the uptime of their shared hosting plans has always been outstanding. They also have a good support department and always notify you ahead of time when it comes to server upgrades and other technical issues, but their server uptime is what has kept me a customer for years.
You see, all web hosting providers will put as many customers on each server as they possible can -- basically, as many accounts as the server resources can handle. What separates the good shared hosts from the bad is that the good hosting providers don't allow resource hogs to remain on their shared servers. It's those 1% of shared hosting customers that ruin the shared hosting experience for everyone else using the same server. With Lunarpages, accounts that use excessive amounts of server resources are told they need to upgrade to a VPS or dedicated plan, or to simply find another host.
They have always been a good watchdog when it comes to managing their shared server resources, and that is why I think Lunarpages provides just about the best shared web hosting plans you can find located in the United States.
Lunarpages is rather new when it comes to VPS web hosting, windows hosting, and dedicated hosting plans. They expanded into those areas after having made their mark with shared web hosting of the highest quality. I can't speak personally about their windows web hosting, VPS, or dedicated servers, but if they brought the same level of support and service that they exhibited with their shared plans, then you can only expect good things from Lunarpages.
Some other good shared linux hosts are Fatcow, Bluehost, and IX Web Hosting. When it comes to dedicated servers or VPS, I still like Liquid Web for various reasons. Also, I've always found Easy CGI to be the most experienced windows web hosting service I've ever used. At some point in time I'll have to try Lunarpages for those services, but they do remain my absolute first choice when it comes to low-cost, linux-based shared web hosting.
